| General Information
The Technical Standards and Safety Authority requires all Ontario propane transfer facilities to have a facility license which has to be renewed every 2 years. As part of the licensing process TSSA requires that the site owner submit a Risk and Safety Management Plan.
Level 1 Risk and Safety Management Plans (RSMP) must be completed by propane facilities with a total propane storage capacity of 5,000 U.S. water gallons (USWG) or less, and facilities with fixed propane storage of exactly 5,000 USWG and no more than 500 USWG in additional portable propane storage. These small facilities will complete a template RSMP and will liaise with their local fire department in order to have the fire department review and provide comments on the emergency response and preparedness plan. The fire service approval requirement has been removed for these facilities.
FSN Training’s role has been assist transfer facility operators in completing their RSMP’s. We can assist with completing the TSSA template and liaise with the Fire Services.
